हाल पूरे देश का एक सा ही है, परंतु अपने उत्तराखंड का कुछ ज्यादा चिंतनीय और गंभीर है, इंटर पास करते ही जिंदगी यहां समझो पहाड़ बन जाती है। बच्चे और मां-बाप के सामने एक डरावनी मुसीबत आ बैठती है। उत्तराखंड में दलितों के पास पहले से ही जमीन नहीं थी। बच्चे 16-17 साल की उम्र से ही घरों और होटलों में काम करने निकल जाते थे, ये सिलसिला जारी है। ठाकुर खेती और हल जोत कर गुजरा करते थे, अब खेती भी खत्म हो गई है। पंडितों की हालत भी अब ठीक नहीं रही। पहाड़ में इंटर करीब 95 फीसदी बच्चे करते ही हैं, कुछ का तुक्का लग गया तो सेना में भर्ती हो गए, बांकी को जीने के लिए दूर अनजान शहरों की ओर भागना होता है।
…प्रथम मैदानी शहर से लेकर मुंबई की अंधेरी गलियों तक होटल, दुकानों में काम इन्हीं बच्चों के लिए आरक्षित है। इस आरक्षण का कोई विरोध भी नहीं करता। रात-दिन काम में जुट कर जैसे-तैसे जीवन खिंचता है। इन कामों में जो अमानवीय हरकतें होती हैं, उसे बताना भी संभव नहीं। अगर लिख भी दिया जाए तो पढ़ने वालों के लिए कल्पना करना तक संभव नहीं।
…नौकरी पेशा लोगों ने पूरी बचत और लोन लेकर बच्चों को इंजीनियरिंग और होटल मैनेजमेंट टाइप की कुछ पढ़ाई करवा ली। बीटेक किए लड़के उद्योगों में पांच से 10 हजार की नौकरी कर रहे हैं। ये नौकरियां ऐसी हैं कि कमरे का किराया भी हर महीने घर से ही मांगना पड़ाता है। नौकरी अब गई कि तब असका डर हमेशा सताता है।
…होटल मैनेजमेंट किए बच्चे पर्यटक नगरियों से लेकर बड़े महानगरों तक होटल-रिसार्टों में वेटर हैं। झेंप मिटाने के लिए मां-बाप और बेटा सभी को होटल में मैनेजर बता दिया करते हैं। इनकी पगार बेहद कम होती है, पर कुछों को रात काटने के लिए जगह मिल जाती है। ये लड़के होटलों में बिगड़ैल धनपतियों के सामने हंसकर भोजन परोसते हैं, शराब के पैग पेश करते हैं, उनकी सिगरेट जलाते हैं, इनके दिमाग में टिप लेने का दबाव भी रहता है। ध्यान रहे कि टिप इनकी जेब में नहीं जाती, उसका बंटवारा होता है। बहुत जल्द ही ये एचएम डिग्री धारी नशे के आदी बन जाते हैं। दो-तीन साल में ही इनके बदले दूसरे स्मार्ट लड़कों को रख लिया जाता है, कुछ समय बाद उनके साथ भी यही होता है। थक-हार कर ये सभी बच्चे डिप्रेशन का शिकार हो जाते हैं।
…बीएड से लेकर पीएचडी धारी युवाओं की भी भारी भीड़ है। इनको भांति-भांति की नौकरियां दिखाकर रोज अपमानित किया जाता है। एक नौकरी गंवा कर दूसरी पकड़ते हैं, कुछ दिनों बाद वह भी छूट जाती है। कहीं छह महीने तक सेेलरी नहीं मिलती, किसी को बचाने के लिए रोज धरने-प्रदर्शन करने होते हैं।
…आठ-दस हजार की तनख्वाह पर सरकारी विभागों में काम करने वालों की तादात बढ़ती जा रही है, इनके दिमाग में परमानेंट होने का एक धुंधला सपना रहता है। इस सपने के धोखे को याद करने से ही पैर कांपने लगते हैं।
…ठेके, उपनल, आशा, पीआरडी, गुरिल्ले या प्राइवेट कंपनियों में काम करने वाले युवाओं और आईटीआई, डिप्लोमा, डिग्री, सर्टीफिकेट कोर्स वाले बेरोजगार नौजवानों को मिला लिया जाए तो प्रदेश की आधी से अधिक आबादी का जीवन नरक बन चुका है। खूबसूरत बच्चों के चेहरे मुरझाए हैं। शरीर का वजन हर साल घटता जा रहा है। नाउम्मीदी जीवन की गलत राह पकड़ रही है।
