देहरादून, 18 दिसम्बर 2019: आज लोक सभा अध्यक्ष श्री ओम बिरला ने देहरादून में विधायी निकायों के पीठासीन अधिकारियों के 79वें सम्मेलन का उद्घाटन किया। अपने उद्घाटन भाषण में, श्री बिरला ने कहा कि यह सम्मेलन पीठासीन अधिकारियों को देश में लोकतांत्रिक प्रणाली को मजबूती प्रदान करने की दृष्टि से अनुभवों और नए विचारों को साझा करने के लिए एक मंच प्रदान करता है। इस बात पर जोर देते हुए कि सभा में वाद-विवाद, असहमति और चर्चा होनी चाहिए परन्तु ‘व्यवधान नहीं’ होना चाहिए, उन्होंने कहा कि सभा का कार्य सुचारु रूप से चलना चाहिए। उन्होंने यह भी कहा कि विरोध करते समय भी गतिरोध नहीं होना चाहिए; यही लोकतंत्र की गरिमा और परंपरा रही है। उन्होंने यह भी कहा कि गतिरोध से लोकतंत्र की मूल भावना आहत होती है, क्योंकि इससे सदस्यों के अधिकारों का हनन होता है। इस संदर्भ में, उन्होंने इस बात का उल्लेख किया कि 17वीं लोक सभा के पहले सत्र के दौरान, व्यवधानों और गतिरोधों के कारण समय की जरा भी बर्बादी नहीं हुई थी और 37 बैठकों में 35 विधेयकों को पारित किया गया था जिससे सभा की उत्पादकता में वृद्धि हुई थी। इसी प्रकार, दूसरा सत्र भी इसी प्रकार उत्पादक रहा था और दोनों सत्रों में नव-निर्वाचित सदस्यों को सभा में मामलों को उठाने के लिए अधिकाधिक अवसर प्रदान किए गए थे।
श्री बिरला ने कहा कि हालांकि विधानमंडल अपने कार्यकरण के संबंध में स्वतंत्र हैं, फिर भी समय की मांग है कि विधानमंडलों का कार्यकरण एक समान हो । ऐसा इसलिए भी है क्योंकि विधानमंडलों को लोगों की आकांक्षाओं और आस्था का मंदिर माना जाता है । इसलिए यह आवश्यक है कि हमारी संस्थाओं में लोगों के विश्वास को सुदृढ़ किया जाए और इसे और मजबूत बनाया जाए । श्री बिरला ने यह भी कहा कि वर्ष 2021 में पीठासीन अधिकारियों के सम्मेलन के 100 वर्ष पूरे हो जाएंगे और इस विशेष अवसर पर यह सुनिश्चित करने के सभी संभव प्रयास किए जाने चाहिए कि विधायिका के प्रति कार्यपालिका की जवाबदेही को पूरी तरह सुनिश्चित किया जाए ।
इस बात का उल्लेख करते हुए कि पीठासीन अधिकारियों की दिल्ली में हुई बैठक के दौरान 28 अगस्त 2019 को उन्होंने निम्नलिखित तीन समितियों का गठन किया था, श्री बिरला ने प्रतिनिधियों को जानकारी दी कि इन समितियों के प्रतिवेदन इस सम्मेलन के दौरान सभापटल पर रखे जाएंगे : (i)विधान मंडलों के कार्यकरण में संचार और सूचना प्रौद्योगिकी के उपयोग का मूल्यांंकन करने तथा सुझाव देने हेतु समिति;(ii)सभा के सुचारु कार्यकरण संबंधी मामले पर विचार करने संबंधी समिति; और (III)विधान मंडल सचिवालयों की वित्तीपय स्वायत्तता के मामले की जांच हेतु समि‍ति । उन्होने अपने साथी पीठासीन अधिकारियों से इन समितियों की सिफ़ारिशों को अपने-अपने विधानमंडलों में लागू करने का आग्रह किया।
उत्तराखंड के मुख्यमंत्री श्री त्रिवेंद्र सिंह रावत ने कहा कि पीठासीन अधिकारी सुदृढ़ और सशक्त लोकतंत्र में महत्वपूर्ण भूमिका निभाते हैं। यह उल्लेख करते हुए कि अध्यक्ष कक्षा अध्यापकों या अभिभावकों के रूप में कार्य करते हैं, उन्होंने कहा कि सभा का सुचारू रूप से संचालन करना अध्यक्ष का कर्तव्य और दायित्व है। इस संबंध में, उन्होंने कहा कि 17 वीं लोक सभा के दौरान, बजट सत्र में लोक सभा की कार्य-उत्पादकता 135% और शीतकालीन सत्र में 116% थी, जिससे स्पष्ट होता है कि लोक सभा अध्यक्ष ने सभा में कितनी कुशलता से कार्यवाही का संचालन किया है। इस संदर्भ में, उन्होंने आगे कहा कि उत्तराखंड विधानसभा के अध्यक्ष भी अपनी भूमिका कुशलता से निभा रहे हैं। श्री रावत ने कहा कि, कई अवसरों पर विपक्ष अध्यक्ष पर दबाव बनाता है जिससे असहज स्थिति पैदा होती है। इसके बावजूद, अध्यक्ष के लिए संयम, शालीनता, कड़ाई और अनुशासन के गुणों का सामंजस्य बनाना एक कठिन कार्य है। उन्होंने कहा कि जितना अधिक हम सार्वजनिक मुद्दों पर शोध और विचार-विमर्श में समय लगाएंगे, उतना ही अधिक सार्थक परिणाम मिलेगा। श्री रावत ने जोर देकर कहा कि यदि विधान सभा संसद के प्रदर्शन का अनुकरण करती है, तो ‘न्यू इंडिया’ का सपना जल्द ही पूरा होगा। उन्होंने मीडिया से आग्रह किया कि वे सभा में होने वाली उद्देश्यपूर्ण चर्चा को कवर करें और रिपोर्ट करें, जिसका दूरगामी प्रभाव होगा।

स्वागत भाषण देते हुए, उत्तराखंड विधानसभा के अध्यक्ष, श्री प्रेमचंद अग्रवाल ने इस बात पर बल दिया कि संसद और राज्य विधानसभाएं सर्वोच्च प्रतिनिधि संस्थायें हैं। उनका जनादेश कार्यपालिका पर नज़र रखना और लोगों की आवाज़ को मुखर करना है। इन्हीं निकायों के माध्यम से आम लोगों की आकांक्षाओं और इच्छाओं को अभिव्यक्ति मिलती है, जिससे यह सिद्ध होता है कि लोकतंत्र में जनता सर्वोच्च है।
श्री अग्रवाल ने इस बात पर बल दिया कि राज्य विधानसभा के सदस्यों को उन लोगों के प्रति ईमानदार रहना चाहिए जिनका वे प्रतिनिधित्व करते हैं, उन्हें लोकतंत्र के प्रति प्रतिबद्ध रहना चाहिए और अपनी जिम्मेदारियों का पूरी ईमानदारी के साथ निर्वहन करना चाहिए। उन्होंने कहा कि यह संसदीय लोकतंत्र की सफलता के मूल तत्व हैं। श्री अग्रवाल ने यह भी कहा कि राजनीति कोई व्यवसाय नहीं है, बल्कि एक मिशन है और लोकतंत्र की सफलता के लिए सक्रिय वार्तालाप और चर्चा बहुत महत्वपूर्ण है। श्री अग्रवाल ने इस बात पर जोर दिया कि विधायी कार्य के सुचारू और व्यवस्थित संचालन के लिए पीठासीन अधिकारियों के साथ विपक्ष का सक्रिय योगदान आवश्यक है। उन्होंने यह भी कहा कि एक पीठासीन अधिकारी के रूप में, यह अत्यंत संतोषजनक होता है जब कोई भी सदस्य यह दावा नहीं करे कि पीठासीन अधिकारी द्वारा उसके साथ पक्षपात किया गया है | उन्होंने आशा व्यक्त की कि इस सम्मेलन के परिणामस्वरूप विधानमंडलों के बीच सहयोग और वार्ता के नए मार्ग खुलेंगे।
धन्यवाद ज्ञापन करते हुए, उत्तराखंड विधान सभा के उपाध्यक्ष, श्री रघुनाथ सिंह चौहान ने कहा कि इस सम्मेलन में प्रतिनिधियों की भागीदारी से, उनके सामूहिक ज्ञान और विवेक से विधानमंडल सुदृढ होंगे। उन्होंने इस बात का विश्वास जताया कि देवभूमि में आयोजित इस सम्मेलन में की गई सिफारिशें संसदीय इतिहास में मील का पत्थर साबित होंगी।

Dehradun, 18 December 2019: Lok Sabha Speaker Shri Om Birla inaugurated the 79th Conference of Presiding Officers of Legislative Bodies in Dehradun today. In his Inaugural Address, Shri Birla said that this Conference provides a platform to the Presiding Officers to exchange experiences and new ideas with a view to strengthening democratic system in the country. Underlining that there should be debate, dissent and discussion in the House but ‘no disturbance’, he said that the House should run smoothly. He also said that there should not be obstruction while opposing; this is the dignity as well as the tradition of democracy. He felt that disruptions hurt the very soul of democracy, because the rights of members are compromised. In this context, he noted that during the first Session of 17th Lok Sabha, no time was wasted due to interruptions and disruptions and 35 bills were passed in the 37 sittings, successfully raising the productivity of the House. Similarly, the second session was also equally productive and in both the Sessions newly elected members were given ample opportunities to raise matters in the House.

Shri Birla observed that though the Legislatures are independent in their functioning, yet it is the need of the hour that Legislatures’ functioning be uniform in pattern. It is more so because the Legislatures are the temples of the peoples’ aspirations and faith. It is, thus, necessary that the trust people have in our institutions is consolidated and further cemented. Shri Birla noted that the Conference of Presiding Officers would be celebrating its 100th year in 2021 and on that special occasion, every effort should be made to ensure that the executive accountability towards the Legislatures is ensured in letter and spirit.

Recalling that he had constituted the following three committees on 28 August 2019, during his meeting with Presiding Officers in Delhi, Shri Birla informed the Delegates that the reports of these Committees would be tabled during this Conference: (i) the Committee to evaluate the use of communication and information technology in the functioning of Legislatures and suggest way forward; (ii) the Committee to look into the matter of smooth functioning of the House; and (iii) the Committee to examine the matter of financial autonomy of the Legislature Secretariats. He urged the fellow Presiding Officers to implement the recommendations of these Committees in their respective Legislatures.

Chief Minister of Uttarakhand, Shri Trivendra Singh Rawat observed that Presiding Officers play a key role in a healthy and robust democracy. Mentioning that Speakers act as class teachers or guardians, he said that the smooth functioning of the House is the mandate and responsibility of the Speaker. In this regard, he noted that during the 17th Lok Sabha, the productivity of Lok Sabha was 135% during the Budget Session and 116% during the Winter Session which shows how skillfully Lok Sabha Speaker has conducted the business in the House. In this context, he further noted that Speaker of Uttarakhand Vidhan Sabha is also playing his role efficiently. Shri Rawat said that, on several occasions, the Opposition creates pressure on the Chair which leads to uneasy situations. Despite that, it is an uphill task for Speaker to harmonize the virtues of moderation, decency, aggression and discipline. He added that the more we invest in research and deliberations on public issues, the more will be the output. Shri Rawat emphasized that if Vidhan Sabhas replicate the performance being seen in the Parliament, the dream of ‘New India’ would be achieved soon. He urged the media to cover and report purposive debates on the floor of the House which will have a far-reaching impact.

Delivering the Welcome Address, the Speaker, Uttarakhand Vidhan Sabha Shri Premchand Aggarwal, underlined that the Parliament and State Legislative Assemblies are the supreme representative bodies. Their mandate is to keep a check on the Executive and to give representation to peoples’ voice. It is through these bodies that the aspirations and wishes of the common people find expression, thereby proving that in a democracy, people are supreme.

Shri Aggarwal stressed that Members of State Legislatures must remain sincere to the people they represent, remain committed to democracy, and discharge their responsibilities with complete honesty. These, he said, are the basic elements of success of parliamentary democracy. Shri Aggarwal said that politics is not a profession but a mission and for the success of democracy, active dialogue and discussion are very important. Shri Aggarwal emphasized that active cooperation of the Opposition with the Presiding Officers is necessary for the smooth and orderly conduct of legislative business. He added that as a Presiding Officer, it is most satisfying when no Member can claim that they have been treated in a biased manner by the Chair. He hoped that the outcome of this Conference would lead to new avenues of cooperation and dialogue among Legislatures.

Delivering the Vote of Thanks, Deputy Speaker, Uttarakhand Vidhan Sabha, Shri Raghunath Singh Chauhan, said that the Delegates’ participation in this Conference would strengthen the Legislatures, through their collective knowledge and wisdom. He expressed confidence that the recommendations made in this Conference at the Devbhoomi would prove to be a milestone in parliamentary history.
