पलायन रोकने हेतु तेजी से मोटर सड़कों का निर्माण विस्तार और भांग खेती सहायक

उत्तराखंड के पर्वतीय क्षेत्रों में बंजर पडे़ ये मकान अपने दौर के सबसे खूबसूरत और स्थानीय स्वायत व्यवस्था के रजवाडे़ थे। चमोली की नीति घाटी, उत्तरकाशी की नेलंग और जाडंग घाटी, पिथौरागढ़ की व्यांस और दारमा घाटी और देहरादून के त्यूनी जौनसार क्षेत्रों में बंजर पड़ चुके गांवों के ऐसे दृश्य आम तौर पर देखे जा सकते हैं, यकीन मानिए सिर्फ 18 साल पहले तक ये सब अच्छे खासे आबाद गांव थे। लेकिन अधकचरे आधुनिकीकरण की होड़ और इन इलाकों में संसाधनों के अभाव के चलते लोगों ने यहां से पलायन कर दिया और ये रजवाडे़ भुतहा खंडहर बन कर गये । दर असल अब ये पूर्व और वर्तमान मुख्यमंत्रियों और उनकी सरकारों की नाकामी के भुतहा सबूत हैं, ये मकान केवल मोटर सड़कों के अभाव में बंजर पड़े हैं । हम राज्य बनने के समय से कह रहे हैं कि पहले चरण में उत्तराखंड के हर एक गांव नहीं बल्कि हर एक मकान तक मोटर सड़कें पहुंचे, ताकि लोग अपने घर अपने वाहन से आते जाते रहें, वरना लोगों ने गांव और मकान छोड़ दिए हैं। लेकिन अब तक के जो थोपे हुए मुख्यमंत्री और उनकी सरकारें देहरादून में बैठती हैं, ये पहाड़ के विरोधी और सच कहें तो पहाड़ के दुश्मन ही सिद्ध हुए हैं। अभी भी वक्त है, यदि बिना समय गंवाये उत्तराखंड के हर बंजर गांव तक भी मोटर सड़क पहुंचाई जाए और जहां मनुष्य रह रहे हैं वहां तो प्राथमिकता के आधार पर मोटर सड़क पहुंचाई जाए। तो लोग अपने मकानों में साल में दो चार बार आकर आबाद रखेंगे और यहां आवाजाही बनी रहेगी। पलायन रूकेगा।
उत्तराखंड में बंजर भूमि पर भांग उगाना भी फायदे का सौदा हो सकता है, हम भांग उगाए जाने के पक्ष में हैं। भांग की फसल को जंगली जानवर नुकसान नहीं पहुंचाते, मेहनत भी कम लगती और पैंसा भी चोखा मिलेगा। विदेशी भांग की बजाय स्थानीय स्तर पर स्वत: उगने वाली भांग को प्रमोट किया जाना चाहिये। इस भांग की मेडिसिनल वैल्यू और इनके रेशों की उपयोगिता ज्यादा अच्छी है। फिर भी एक्सपर्टों कि इसमें जो राय हो और स्थानीय लोग जिस तरह से इसे अडॉप्ट करना चाहें उस तरह से कार्य होना चाहिए । देखने में आया है कि कई देशों ने भांग को अपनी आर्थिकी बना दिया, वहां भांग को दवा के रूप में प्रयोग करके कैंसर, दमा, पैरालिसिस और उदर रोगों में प्रयोग किया जा रहा है, और हम अभी भी खेतों में भांग जमने को गाली ही समझ रहे हैं। यहां के पहाड़ियों को भी अपनी दकियानूसी सोच और खेती के तरीके दोनों बदलने पड़ेंगे। पहले तो लोग अपनी बारह अनाज वाली परंपरागत खेती अपनायें इस हेतु प्रयास किया जाये, अपने परम्परागत बीजों को संभालिए, बचाइए। नहीं तो भांग जैसी नगदी फसलों को उगाने में भी हर्ज नहीं है। लेकिन सबसे पहले हर गांव हर मकान तक मोटर सड़क, बिजली और पानी अवश्य पहुंचे। ही प्राथमिक और बुनियादी जरूरतें हैं। पर यहाँ तो अक्ल में ही भांग पड़ी है। समझायें किसे?
